Announced is not shipped

Two models this month were presented as open-weight and have no downloadable weights. Neither is scandalous. Both are reasons to record the release date instead of the announcement date.

MiniMax H3 was announced as open-weight on 31 July; the weights had not shipped by mid-August. Qwen3.8-27B was committed for a specific week and has no repository, licence or date.

Two claims doing different work

A demonstrated capability moves the competitive narrative. Released weights change what people can build. Coverage collapses them into one story, and the announcement gets the attention while the release — or its absence — does not.

Neither case is evidence of bad faith. Staged rollouts are ordinary, safety review takes time, and legal sign-off on a licence is slower than a demo. The point is that the two events deserve separate dates.

Openness has at least three axes now

Weights, data, and licence — and the word "open" is being asked to carry all three. Molmo2 released the data as well as the weights, which is a materially stronger claim than most releases make and is described with the same adjective.

Weights let you run it. Data lets you understand it. Licence decides whether you can ship it.

And a counter-example worth noting

An any-to-any mixture-of-experts under Apache 2.0, in a month whose direction of travel has been revenue-share grants and bespoke per-model licences.

The useful discipline is unglamorous: track shipped weights, published data and named licence as three separate fields. Any tracker that has one column called "open" is losing most of the information.
