Windsurf raises Pro to $20/month, ships new $200/month Max plan bundling Devin Cloud and CLI

Windsurf raised Pro from $15 to $20 per month and launched a new Max tier at $200/month that bundles Devin Cloud, the Devin Terminal CLI, and an Adaptive model router. The Max tier positions Windsurf as the only IDE bundling a full autonomous agent product at the high end.

The $200/month Max tier is meaningfully cheaper than Devin Enterprise ($500/seat) for shops that primarily use one or two Devin instances alongside in-IDE work. For teams that don't need Devin's enterprise SSO/compliance features, Windsurf Max plus Cursor Pro is a more flexible posture at lower total cost.

The Adaptive model router is the under-the-hood capability worth noting. Windsurf routes each request to the best model available based on the task — Opus 4.7 for hard reasoning, Composer 2.5 / Sonnet 4.6 for code edits, smaller models for fast inline suggestions. Users don't pick the model; the router does. Expect the rest of the agent market to converge on this pattern.
