Windsurf 2.0 Cascade agents + Spaces task management mature — pricing pivots to quota-based at $20/mo Pro, $200/mo Max
Cognition's Windsurf 2.0 — launched April 15 and refined through May — now ships Cascade agents and Spaces task management as the default workflow surface. The pricing model also pivoted from credit-based to quota-based on March 19: $20/month Pro (up from $15), with a new $200/month Max tier. Devin Cloud and Devin Terminal CLI ship bundled into every paid tier.
The pricing pivot is the strategic signal. Credit-based pricing optimized for predictable usage but produced uncomfortable bill surprises at scale; quota-based pricing trades headline simplicity for procurement predictability. Enterprise buyers running 50-200 seats prefer quota — the line-item is fixed, the unit-economics are clear, and the $200/Max tier sets the upper bound for high-intensity users.
Combined with Cursor 2.5's parallel orchestration, the in-IDE agent tier is now competing on three axes: orchestration (Cursor's Build in Parallel vs Windsurf's Cascade), autonomy (Windsurf's bundled Devin vs Cursor's session-scoped agents), and pricing (Cursor's per-token model vs Windsurf's quota). Procurement teams will increasingly choose based on which tradeoff matches their engineering culture, not on which has the best benchmarks.
