OpenAI breaks ground on Stargate UAE phase-2 — 1.4GW second site at Abu Dhabi clears the regulatory window
OpenAI and its UAE consortium partners broke ground on the second Stargate UAE site at Abu Dhabi this week, a 1.4GW build that complements the Texas Stargate complex already in late-stage commissioning. The Abu Dhabi second site clears the US export-control window opened in Q4 2025 for accelerator transfers to UAE-domiciled compute infrastructure with state-level oversight.
The Abu Dhabi second site is structured under the same G42-MGX joint vehicle as phase one, with a six-year power-purchase agreement to Emirates Nuclear Energy Corporation and a 60% accelerator allocation to OpenAI training workloads. The remaining 40% is reserved for sovereign-AI workloads under UAE government direction.
The bigger structural read is that the US-UAE compute corridor is now an established multi-site pattern, not a one-off. The combined Texas + Abu Dhabi capacity puts OpenAI's 2026-2027 training runs at the scale where the next generation of frontier models becomes physically tractable.
