GitHub Copilot Pro at $10/month — the cheapest entry point in the AI-coding-tools market — transitions on June 1 to a flex-billing model that layers a metered AI Credits pool on top of the fixed subscription. Inline completions stay unlimited; advanced agent operations consume credits. The change ends the all-you-can-eat era that defined Copilot's price-leadership position through 2024-2025.
The structural reason is the same as the Microsoft Claude Code cancellation and the Goldman 24× token forecast: agentic operations consume tokens proportional to trajectory length, and the all-you-can-eat model can't price that consumption profitably. GitHub's response is metering by feature category rather than by minute or by token — credits for agent operations, no credits for inline completions. The discovery is that the unit-of-billing for AI tools is going to be different per feature surface inside the same product.
The downstream effect for the developer-tools market: GitHub Copilot has been the price floor that every other tool's pricing has had to acknowledge. With Copilot's effective price-per-use going up under flex billing, the relative competitive position of Cursor ($20/mo unlimited within Pro budget), Claude Code ($20/mo with the May-6 doubled limits), and Antigravity (AI Ultra tier at $99.99-$200/mo) all improves. The June 1 transition is going to reshape the developer-tools pricing surface more than any single product launch this quarter.
