Windsurf 2.0 ships post-Cognition acquisition — Devin Cloud + Devin Terminal CLI bundled, Pro raised $15→$20

Windsurf 2.0 launched in April under Cognition's ownership (the Devin parent company that acquired the former Codeium product), bundling Devin Cloud one-click offload and Devin Terminal CLI directly into the IDE. Pro tier raised from $15 to $20/month — Windsurf no longer undercuts Cursor on price, but now ships with cloud-agent handoff built in.

The product bundling is the strategic news. Devin (the autonomous-agent product) and Windsurf (the IDE product) were redundant under separate parent companies; Cognition acquired Codeium in late 2025 specifically to fuse the two. Windsurf 2.0 is the first deliverable: tasks planned locally in the IDE now dispatch to Devin's cloud environment with one click, where agents continue running after the user's device shuts down. The pattern matches Gemini Spark's 24/7 cloud-agent thesis from a different angle.

The pricing-tier rationalization across the developer-tools market is the broader pattern. Cursor at ~$29.3B valuation is the IDE-pure-play leader at $20/mo. GitHub Copilot is $10/mo plus the June-1 flex-billing AI Credits add-on. Antigravity 2.0 lives behind Google AI Ultra at $99.99-$200/mo. Claude Code is the autonomous layer at $20/mo for Pro. Every player has converged on similar pricing brackets, with the differentiation moving to bundled-agent capabilities rather than per-seat-license price. Windsurf 2.0 + Devin is one realization of that bundling thesis.
