Microsoft Copilot Studio reports 160,000 organizations running 400,000+ custom agents — Agent 365 brings identity and compliance to every agent

Microsoft disclosed Copilot Studio has crossed 160,000 organizations running 400,000+ custom agents. The Agent 365 platform announced earlier this year is the governance layer — bringing every one of those 400k agents into the same identity, security, and compliance framework Microsoft customers already use for human users.

The 400,000+ custom-agent count is the largest deployed-agent population in the market. The number includes a long tail of simple Power Automate-derived agents that are essentially traditional RPA workflows wearing an agent badge — but it also includes a meaningful Tier-1 cohort of full Copilot-derived agents that consume tokens, execute multi-step actions, and integrate across Microsoft 365 / Dynamics / Azure surfaces. The mix-shift toward Tier-1 has accelerated through 2026 as Copilot Studio's authoring surface has matured.

Agent 365 is the structurally important piece. Through 2024-2025 the proliferation of custom agents inside enterprise Microsoft tenants outpaced the governance tooling — security teams couldn't audit which agents had access to which data, IT couldn't decommission orphaned agents, compliance teams couldn't demonstrate regulatory-control coverage. Agent 365 fixes that by treating every agent as a first-class entity in the same Entra ID / Purview / Defender stack that governs human users. For regulated industries (banking, pharma, government) that's the prerequisite for full agent deployment at scale. Without it, the 400k-agent number is impressive-but-ungoverned; with it, the same population becomes audit-defensible production infrastructure.
