GitHub Copilot moves Pro and Pro+ to AI Credits-based flex billing on June 1 — same sticker prices, but usage now consumes credit pool against allocations

GitHub announced Copilot Pro and Pro+ tiers will move to AI Credits-based flex billing on June 1, 2026 — while keeping the same $10 and $39 monthly sticker prices. The shift converts unlimited model usage into a metered credit pool. Customers who exceed allocations either upgrade tier or pay overage. It's the industry's most explicit acknowledgment that frontier-model usage costs are no longer absorbable as a flat subscription.

The credits model unifies how GitHub charges across its agentic surfaces. Through 2025, Copilot was a flat-subscription product, GitHub Actions had separate compute-minute billing, and the agentic features (PR review, code review, autonomous bug fixes) had unclear billing semantics. AI Credits become the unified unit: every model call, agent step, and AI-mediated action consumes credits from the pool. The shift simplifies the bill but exposes the user to consumption-based pricing — the same shift AWS forced on customers a decade ago when it consolidated billing.

The competitive implication is that the all-you-can-use AI coding tier is essentially over. Cursor's $20/month Pro tier has usage caps; Claude Code's pricing scales with model spend; GitHub Copilot's new credit pool puts everyone on the same metered footing. For high-volume professional users this is a meaningful cost increase — depending on usage patterns, the effective monthly bill at Pro+ can run two to three times the prior sticker price. For light users it's neutral or even slightly favorable. Expect tier upgrades and competitive switching to accelerate through Q3 as users hit credit walls and reassess.
