Microsoft Build 2026 — Agent 365 SDK ships, Scout governance agent and Agent Orchestrator preview, Windows local-agent integration enters preview in July
At Build 2026 in San Francisco on June 2, Microsoft positioned Agent 365 as the enterprise control plane for every agent running on a managed tenant. The SDK reached general availability, the always-on Scout governance agent and the Agent Orchestrator service (preview August) joined the platform, and native Windows integration tying Agent 365 into Entra, Intune, Defender, and Purview enters preview in July.
The interesting piece is the heterogeneous-agent posture. Scott Guthrie's keynote framed Azure AI Foundry as the central hub for building, testing, and monitoring agents at scale, and explicitly committed to supporting agents built with Semantic Kernel, LangChain, or vanilla REST APIs under a single orchestration plane. Microsoft is not selling its own agent runtime as the only path — it is selling the governance, identity, and observability surface around whatever runtime the buyer chose, which is the harder lock-in to dislodge once the agents are registered with Entra and policed by Defender.
Agent 365 itself reached general availability on May 1; Build's deliverable is the SDK that lets third-party developers compile Agent 365's compliance, access controls, and observability hooks into their own agents at build time. The Scout always-on governance agent and the Agent Orchestrator load-balancer (preview August 2026) extend that surface from build-time into runtime — Orchestrator handles routing across thousands of agents, integrates with Azure Logic Apps, and exposes a unified billing and usage dashboard. The Windows local-agent integration in July is the piece that closes the loop: agents executing on a managed Windows device inherit the device's Defender, Entra, Intune, and Purview posture rather than running outside the control plane.
Microsoft's positioning maps directly against the model-vendor pricing moves of the same week. By owning the governance and identity layer rather than the model, Agent 365 is monetizing seats and policies for agents that may bill their inference to Anthropic, OpenAI, or anyone else. That's the operating-model bet of Build 2026: the control plane outlasts the model-of-the-month.
