GitHub Copilot moved to usage-based billing where one AI credit equals a cent, with a Max tier at $100 a month and agentic browser tools on by default. Cursor split its Teams seat usage into separate pools — one for Composer and Auto, one for third-party API models — and added a $120-a-month Premium seat. The all-you-can-eat era of AI coding tools is ending.
The billing change is an admission about cost structure. Flat-rate subscriptions worked while model inference was cheap relative to the fee; as developers lean on agentic features that burn large numbers of tokens, a fixed monthly price stops covering the heavy users. Usage-based billing — a credit a cent, a $100 Max tier — is the vendors passing the real cost of agentic work through to the people generating it.
Cursor splitting seat pools is the same pressure handled differently. Separating first-party model usage from third-party API usage lets Cursor meter the expensive external calls without capping its own features, and a $120 Premium seat targets the power users whose consumption broke the old flat tier. Both companies are re-architecting pricing around the fact that agentic coding is expensive to serve.
For teams the practical effect is that AI-coding cost is becoming a variable line item to manage, not a fixed one to forget. The tools that felt free-at-the-margin now meter the margin, which changes how a team decides when to reach for an agent — the same commoditisation-and-metering dynamic playing out in frontier model pricing, arriving now at the developer-tool layer.
