Beijing drafts a $295bn national compute grid targeting 80% domestic silicon
A draft plan would build a national AI data centre network running on 80 percent homemade chips by 2028. Separately, China added nine domestic AI accelerators to its secure-and-reliable government procurement list for the first time. One is a spending commitment; the other is a demand guarantee.
Read the procurement listing as the more consequential of the two. A $295bn construction figure is a projection and projections slip. A certified procurement list is a standing order — it makes domestic parts the default for government buyers regardless of how the comparison against restricted imports actually looks.
The constraint that decides whether the 2028 target lands is fabrication, not design or capital. Eighty percent domestic silicon at national scale requires wafer output that current local capacity does not obviously support, and analysts flag exactly that limit.
Meanwhile NVIDIA's own position has moved. Jensen Huang has said the company has largely conceded China's AI accelerator market to Huawei, which reframes the export-control debate from denial to substitution.
