GPT-5.6-Cyber is the first model OpenAI ships at its own "High" cyber threshold

OpenAI split Daybreak into two access tiers and put a purpose-trained security model behind the stricter one. On its internal Advanced Cybersecurity Completion Rate benchmark, GPT-5.6-Cyber completes 95 percent of advanced security requests against 1.5 percent for standard GPT-5.6 Sol.

The gap between 1.5 percent and 95 percent is the entire product. Standard Sol refuses almost everything in this category; GPT-5.6-Cyber, built on the same base but trained for zero-day discovery and exploit-chain development, refuses almost nothing. The predecessor, GPT-5.5-Cyber, sat at 57.3 percent — so this is not a slow slope, it is a step.

Daybreak Blue is the tier most defenders get: Sol with safeguards tuned for authorised defensive work — vulnerability discovery, secure code review, malware analysis, incident response, patch validation — completing about 2 percent of the advanced set. Daybreak Red, behind stricter vetting, is where the purpose-trained model lives.

OpenAI's stated reasoning is that the defence window is narrowing and threat actors will run fully autonomous operations regardless of what defenders are permitted. That is a real argument. It is also the first time a lab has published a capability it explicitly classifies as high-risk and shipped it anyway, with vetting rather than refusal as the control.

Which makes the vetting the whole safety story. The model is gated by an access-review process OpenAI has not described in enough detail for anyone outside to assess, and the failure mode is not a bad answer — it is a working exploit chain in the wrong hands.
