Z.AI powers up a gigawatt of AI compute built entirely on Chinese chips
The Beijing lab formerly known as Zhipu has brought a 1-gigawatt data centre into partial operation using only domestically made accelerators, and now runs several clusters of more than 10,000 chips apiece with no NVIDIA silicon in them. The facility is meant to train Z.AI's most advanced GLM systems.
Export controls were built on an assumption, not a law of physics: that restricting the best accelerators would restrict the frontier. Z.AI has now assembled a gigawatt of capacity that does not contain any of the hardware the controls cover. Whether the chips inside are as good is a separate question from whether the policy did what it was designed to do.
The specifics are what make it legible. Bloomberg first reported the completion on 20 July; the site has since moved into partial operation, and Z.AI is described as running multiple clusters above 10,000 chips each — the scale at which frontier pretraining stops being aspirational. Huawei's Ascend line is the substitute of record. The company says it has already passed its 2026 sales target and expects to reach $1bn in annual recurring revenue.
Note what is not being claimed. Nobody is arguing that a domestic accelerator matches a Rubin part on performance per watt. The claim is narrower and harder to dismiss: that a lab under full export restriction can still stand up gigawatt-class capacity, on schedule, and point it at a frontier model family. Efficiency gaps are absorbable when the constraint is capital rather than access.
The uncomfortable read for Washington is that the control regime may have shifted from denying capability to taxing it. That is still a policy outcome — it is simply a much smaller one than the framing of the last four years implied, and it arrives in the same month NVIDIA is reported to be training a trillion-parameter open model partly to keep American weights competitive with Chinese ones.
