Open weights as industrial policy
Meta stopped defending its bespoke licence and adopted Apache 2.0. Read the manifesto that shipped alongside it and the release stops looking like generosity.

The licence is the concession
For two years Meta argued that the Llama community licence was open enough, and for two years the answer from anyone doing serious deployment was that it was not. An acceptable-use appendix and a user-count tripwire are exactly the terms that make a corporate lawyer say no.
Apache 2.0 removes that conversation. It is the licence GLM-5.2 and DeepSeek V4 Flash already used, which is the point — Meta did not invent a new position, it capitulated to the one its competitors had established.
The manifesto tells you why
The release arrived with a 14-page letter and a coalition letter signed with NVIDIA, Microsoft and Palantir asking regulators not to restrict open-weight formats. Zuckerberg's stated asks include removing policy friction around distillation and training data.
Balance of power as the foundation of safety.
That is a genuine argument and it is also a convenient one. If concentration is the risk, then the remedy is that many parties hold weights — and the party arguing this happens to be the one whose competitive position improves most if weights are cheap and closed models are not.
What would make it real
A distilled 30B is a contribution with a low ceiling on downside. The foundation model is the commitment that costs something, and Meta has promised it without naming a date or a licence. If Muse Spark 1.2 ships under a bespoke community grant rather than Apache 2.0, this week was positioning.
The test is not whether Meta open-sources. It is whether Meta open-sources the thing it could have charged for.
