EU member states reached political agreement on May 7, 2026 on the AI Act omnibus proposal that adjusts implementation timelines. High-risk system rules — covering biometrics, critical infrastructure, education, employment, migration, asylum, and border control — now apply from December 2, 2027. Transparency rules will come into effect August 2026.
The high-risk system delay (to December 2027) is the most consequential element. Original AI Act timelines targeted August 2026 for the same scope; the omnibus negotiation extracted a 16-month delay in exchange for member-state buy-in on enforcement scope. Affected vendors — biometric identity providers, edtech platforms, employment-screening AI systems, asylum/border-control systems — now have an additional 16 months to achieve conformity assessments and CE marking.
