The counterargument: the US still holds one major advantage
Four days after the download numbers, the same outlet published the other half of the picture. China is gaining ground, and the structural asymmetry that matters has not moved.
Adoption and capability are different quantities, and so is the ability to keep producing capability. Download share is a present-tense measurement of what developers run. It says comparatively little about who can afford the next training run.
The advantage that has not shifted is compute, and specifically compute that is not rationed by export policy. A lab choosing between accelerators on price is in a different position from one choosing between what it is permitted to buy and what it can manufacture domestically.
The honest reading of both stories together is that the race has split into two races with different leaders. Open ecosystem gravity is moving east. Frontier training capacity has not. Neither fact refutes the other, and any account that reports only one of them is selling something.
